Die Folgen des Klimawandels spüren insbesondere die Menschen in Entwicklungsländern. Die DEZA unterstützt daher exponierte und verwundbare Bevölkerungsgruppen in den Partnerländern beim Verbessern ihrer Lebensgrundlage. So können die Menschen proaktiv mit den Auswirkungen des Klimawandels sowie mit Extremereignissen umgehen.

Fokus der DEZA
Die DEZA fördert eine Entwicklung, welche die gegenwärtigen und zukünftigen Auswirkungen des Klimawandels berücksichtigt. Das Hauptziel der Klimaanpassung besteht darin, die negativen Folgen des sich verändernden Klimas für die Menschen abzuschwächen und den Betroffenen zu helfen, sich den Veränderungen anzupassen. Dafür ist eine nachhaltige Nutzung des Bodens, des Wassers und des Waldes unerlässlich. Nur so lassen sich die oft einschneidenden Konsequenzen des langfristigen, teils schleichenden Klimawandels und der immer häufiger auftretenden klimatischen Extremereignisse wie beispielsweise Trockenheit und Überschwemmungen für die Bevölkerung einschränken. Die DEZA unterstützt die Partnerländer vorwiegend in drei Bereichen:
- Förderung konkreter Anpassungsstrategien und–massnahmen
Beispiel: Mit dem Programa de Adaptación al Cambio Climático (PACC) in Peru sowie dem Indian Himalayan Climate Adaptation Programme (IIHCAP) leistet die DEZA einen Beitrag an die Verbesserung der Lebensbedingungen von Berggemeinschaften. Wissen aus der Schweiz und anderen Ländern hilft der betroffenen Bevölkerung sowie öffentlichen und privaten Institutionen, Anpassungsmassnahmen in den Bereichen Wasser, Nahrungsmittelsicherheit und Risikoverminderung bei Naturkatastrophen zu erarbeiten.
- Integriertes Klimarisikomanagement
Beispiel: Im Rahmen des Indian Himalayas Climate Adaptation Programme (IHCAP) beurteilen indische und schweizerische Wissenschaftlerinnen und Wissenschaftler gemeinsam mit den zuständigen Behörden Naturgefahren und Klimarisiken im indischen Himalaya. Sie zeigen mögliche Massnahmen auf, um diese zu mindern.
- Nationale Planungsprozesse zur Klimaanpassung
Beispiel: Die DEZA fördert in interessierten Partnerländern, unter anderem in China, die Erarbeitung nationaler Strategien zur Klimaannpassung (National Adaptation Planning Processes, NAPs), damit die Länder integrierte und koordinierte Lösungsansätze entwickeln können.
Hintergrund
Der Klimawandel wirkt sich grundsätzlich auf die gesamte Welt aus. Die Folgen vor Ort variieren jedoch stark, aufgrund von unterschiedlichen sozialen und wirtschaftlichen Bedingungen. Sozial und wirtschaftlich benachteiligte Bevölkerungsgruppen sind besonders stark betroffen. Der Klimawandel verstärkt vor allem in den Ländern des Südens Armut und Hunger sowie Konflikte. Die DEZA setzt sich daher für eine langfristig klimaverträgliche Entwicklung ein.
Während die Menschen in Küstenregionen besonders vom Anstieg des Meeresspiegels betroffen sind, leiden Menschen in Trocken- oder Wüstengebieten unter zunehmendem Wassermangel. In Bergregionen kommt es überdies häufiger zu Hochwassern und Murgängen. Die Lebensgrundlagen der Bewohner dieser Gebiete bedürfen deshalb eines besonderen Schutzes.
Verletzlichkeit und Anpassungsfähigkeit
Für die Planung und Umsetzung von klimarelevanten Massnahmen sind technische Fähigkeiten, finanzielle Mittel und das Engagement von politischen Verantwortungsträgerinnen und Verantwortungsträgern erforderlich. Diese fehlen besonders häufig in Entwicklungsländern. Mit gezielten Massnahmen jedoch können die Klimarisiken für die Bevölkerung gemindert und ihre Lebensgrundlagen weiter erhalten oder gar verbessert werden. So konnten z.B. Kleinbäuerinnen und Kleinbauern in Peru und Indien dank saisonaler Wettervorhersagen den Zeitpunkt der Aussaat und Ernte optimieren. Sie erzielten dadurch deutlich verbesserte Ernteerträge.

Climate Services for a Resilient Albania (ALBAdapt)

The project will increase Albania’s adaptive capacity and climate resilience through the effective generation and use of climate information and services. It will develop an innovative Multi Hazard Impact Based Early Warning System in line with international standards. The MeteoSwiss expertise will be of added value in leveraging the Green Climate Fund engagement and complementing the SECO contribution to this large strategic project.
Building Damage Assessment in Albania

The devastating earthquake in 2019 revealed that Albania has a weak policy and institutional framework and low public awareness on building damage assessment. The Swiss project will support Albania in strengthening its disaster risk management institutions at national and municipal level to provide sustainable and effective building damage assessment services, leading to safer living conditions and a more disaster resilient business environment.

The Global Platform for Disaster Risk Reduction is the most important international conference to discuss progress in the implementation of the Sendai Framework for DRR. The eighth session of the Global Platform will be hosted by Switzerland in Geneva in June 2025. It will review advances in the realisation of the calls to action made in 2023 by the United Nations General Assembly on the midterm review of the Sendai Framework and will be key for the identification and support of measures to accelerate DRR implementation and improve coherence with the Agenda 2030 and the Paris Agreement.

EmPower II: Women for Climate Resilient Societies

With EmPower II, SDC contributes to a SIDA-funded project of UN-Women and UNEP promoting climate-resilient development for women and other marginalized groups. SDC’s support enables disaggregated data products for gender-responsive DRR and climate strategies and enhances capacities on the subnational level among policy-makers and CSOs. SDC’s support also facilitates financial access and literacy on renewable energy in Cambodia, Bangladesh and Indonesia.

BeCool aims to improve access to cooling through passive measures in buildings in urban India to reduce the impact of heatwaves on human health and productivity, while decreasing energy requirements, costs and greenhouse gas emissions linked to active cooling. The mitigation and adaptation aspects will be addressed through heat mapping, availability of financing mechanisms and capacity building to strengthen implementation in collaboration with the government and private sector.

The contribution to the HELVETAS project aims at building resilience of livelihoods of the rural communities of Khatlon region, vulnerable to climate change. Subnational authorities in Peru and Ecuador responsible for DRM strengthen their capacities to access central government finance for DRM. The project will provide guidance in developing and accessing funding from existing public, public-private and multilateral DRM funds based on prior country diagnostics. A complementing Community of Practice (Peru, Ecuador, Bolivia and Colombia) fosters exchange of experiences and lessons learned. This is expected to result in enhanced access to available financial resources for DRM for project beneficiaries.
